a. The northern limit of downtown would start at the intersection of Industrial Blvd. North and the easterly right of way of the Norfolk-Southern Railway; proceeding on the south side of Industrial Blvd North to where it intersects with the west side of Hwy 11;
b. Proceeding south on the west side of Hwy 11 to the south side of Canary Ave.; proceeding along the south side of Canary Ave. to where an extension would intersect with the east side of I-59;
c. Proceeding south on the east side of I-59 to where it intersects with the north side of Forrest Dr.;
d. Proceeding east along the north side of Forrest Dr. to the west side of Hwy 11;
e. Proceeding north to the intersection to the intersection of Hwy 11 to Walnut Ave.;
f. Proceeding east along Walnut Ave. to where an extension of Walnut Ave. would intersect with the east side of the Norfolk-Southern Railway;
g. Proceeding north on the easterly right of way of the Norfolk-Southern Railway to where it intersects with the south side of Industrial Blvd.
